According to the published article, when the developer decided to create a community on 130 acres adjacent to Lake Murray, the first thing he did was hire a tree surveyor to catalog all the big hardwood trees on the property. The roads and lot lines were then designed to meander around the big, old trees, leaving them as corner accents or as focal points throughout the neighborhood. Harbour Watch is in Lexington School District Three with students attending Batesburg-Leesville Elementary, Middle and High Schools. Batesburg-Leesville Elementary was named Palmetto’s Finest in 2018. In 2019, Harbour Watch ON Lake Murray was selected for the Best of Leesville Awards in the category of Community Center.
The 2023 Property Owners’ Association fee is $1283 (total for the year). The boat owner’s association fee is a modest $550/year. There is a special assessment for the association’s purchase of approximately 13 acres of green space that was originally intended for future development. Some property owners have paid off their special assessment for this acquisition; those who have not paid the assessment in full will pay $232 for the next 8-10 years. Harbour Watch is 100% self-regulated and self-governed. About 100 residents volunteer services on various boards and committees. No outside entity controls this neighborhood.
